A planet is retrograde when it looks like it is moving backwards through the zodiac from Earth. It is not really going backwards. Earth is overtaking it, or being overtaken. The table gives the exact moment each planet stops and turns, in Universal Time.
Mercury does this three or four times a year. Venus about every 18 months. Mars about every two years. The outer planets are retrograde for four to five months every year, so most of the rows in any year belong to them.

Why do the outer planets appear every year?
Because from Jupiter outward every planet is retrograde for four to five months each year. Only Mercury, Venus and Mars skip years.
Why UTC?
Times are UTC. Add or subtract your own offset. A planet that turns retrograde in December and direct in January appears in both years. A station near midnight can fall on a different calendar day in your time zone. Universal Time keeps the table the same for every reader.
