Draconic chart
A draconic chart is a birth chart rotated so that the Moon's North Node sits at 0 degrees Aries, moving every planet and angle by the same amount; draconic astrology reads this rotated chart as a second layer beneath the ordinary natal chart.
To make one, subtract the longitude of the natal North Node from every point in the chart. The node lands at 0 degrees Aries, the distances between the planets and therefore the aspects stay exactly as they were, and only the signs change. The houses are usually kept from the natal chart.
The name comes from draco, Latin for dragon, the medieval name for the nodes: Caput Draconis and Cauda Draconis, the dragon's head and tail. The technique itself is modern, from the twentieth century, and its practitioners often call the result the soul chart, a label the older tradition does not use.
It is read beside the natal chart, not instead of it, and the reading is a comparison: a draconic planet on a natal planet or angle is treated as the contact worth noting. The chart says nothing about timing.

Is a draconic chart the same as a sidereal chart?
No. A sidereal chart shifts every point by the ayanamsa, about 24 degrees; a draconic chart shifts them by the node's distance from 0 degrees Aries, a different amount in every chart. Both keep the aspects.
Do I need a birth time for a draconic chart?
For the planets no, because the node moves about three minutes of arc a day. For the draconic Ascendant and houses yes, as in any chart.
