Quick answer: A birth chart can be wrong even when the birth time is exactly right, because the time has to be converted to Universal Time using the rule that was legally in force at that place on that date. Historical daylight saving, wartime double summer time, changed zone offsets and the era before standard time all break that conversion. The damage is invisible: the chart looks perfectly normal, it is just an hour or two off. How much an hour costs is not a fixed number. We measured it on five real charts below and it ranged from 10.6 degrees of Ascendant to 60 degrees.
Almost every article about an inaccurate birth chart is about not knowing the time. This one is about the other failure, which is more common and much harder to notice: you know the time, the time is correct, and the chart is still wrong.
Nothing about it looks broken. There is no error message, no missing field, no suspicious value. The planets are in plausible places and the houses are neatly divided. It is simply a chart of a different moment than the one you were born in.
Why a clock time is not enough
Every chart calculation begins by turning your local clock time into Universal Time, because the ephemeris is expressed in UT and nothing else. That conversion needs the offset that applied at that place on that date, not the offset that applies there now. Four things break it.
Four ways a correct time becomes a wrong chart
Daylight saving in an unexpected year. Most people know their country observes summer time now. Far fewer know when it started, when it was suspended, or that the changeover dates have moved repeatedly. A birth during a summer-time period that a lookup table does not know about is an hour off in one direction; a birth outside one that the table wrongly applies is an hour off in the other.
Wartime double summer time. Several countries ran two hours ahead of their standard offset during the Second World War. Britain used British Double Summer Time in the summers of 1941 to 1945, which put it at two hours ahead of Greenwich, and kept single summer time through the winters of those years rather than reverting. A 1943 British birth handled with today's rule can be out by up to two hours.
The zone itself changed. Offsets are political, not geographical. Territories have shifted zone, split into two, merged, jumped a whole hour permanently, and in a few cases skipped or repeated a calendar day. The place name on a birth certificate does not carry its own history.
Before standard time, there was no zone. Standard time zones were adopted over several decades in the nineteenth and early twentieth centuries. Before that, towns kept their own local mean time, set by the Sun on their own meridian. For births in that era the correct treatment is local mean time computed from the longitude, and the difference from the modern zone can be tens of minutes.
What an hour actually costs, measured
The usual statement is that an hour moves the Ascendant about fifteen degrees. That number is an average of something that is not uniform, and treating it as a constant is misleading in both directions.
We cast the same one-hour shift on five real charts. Each row is one birth place and date, cast at 12:00 and again at 13:00, with our own engine:

The same one-hour error costs 10.6 degrees in one chart and 60 degrees in another, which is two entire signs. The reason is that the ecliptic meets the horizon at a steeply varying angle depending on latitude and on which part of the zodiac is rising, so some signs take nearly three hours to come up and others clear the horizon in twenty minutes.
Notice the fourth and fifth rows in particular. In both of them a single hour changes the rising sign outright, which means it changes the entire house layout of the chart and therefore what every planet in it is about.
The Midheaven behaved much more evenly, moving between 13.8 and 14.0 degrees in all five. That is worth knowing: if you are trying to judge whether a chart smells wrong, the Ascendant is the sensitive instrument and the Midheaven is the steady one.
How software resolves it, and where it still cannot
Serious chart software does not store a list of countries and offsets. It uses the IANA time zone database, a maintained historical record of what every zone did and when, and it looks up the rule for the specific date. Ours does the same, which is why we ask for a birth place rather than an offset: the place plus the date is enough to find the rule, and an offset typed by hand is only as good as the typist's knowledge of 1943.
Two situations remain genuinely ambiguous even with a perfect database.
The repeated hour. When the clocks go back, one hour of local time happens twice. A birth recorded as 01:30 on that date has two possible Universal Times, an hour apart. No database resolves this, because the ambiguity is in the record, not in the rule. Some registrars noted which one; most did not.
The place is not the place. Birth certificates often name the registration district or the hospital's town rather than the actual location, and for a birth near a zone boundary those can be on opposite sides of it.
What to do about your own chart
- Check whether your birth year had summer time where you were born. This single question resolves most cases. If it did, check the changeover dates for that year rather than assuming today's.
- Treat any wartime birth in Europe as suspect until the rule for that specific year is confirmed. The double summer time years are the worst offenders because the error is two hours, not one.
- Look at the Ascendant, not the Sun. The Sun moves about 0.04 degrees in an hour and will not tell you anything. The Ascendant moves between about 10 and 60 degrees and is where the error shows.
- If the degree is near the start or end of a sign, take the doubt seriously. A chart with the Ascendant at 29 degrees of a sign is one small correction away from being a different chart.
